Question Pwer Steering Change-over

I have purchased a power steering system that came from a 1963 Mercury Montery that I want to install into my 1963 Monterey. I can see where the power cylinder mounting bracket should mount to the frame rail, however my car does not have mounting holes to support this upgrade. If I match-drill the frame rail from the mounting bracket, should I plan on using self tapping screws to mount to the frame or should I plan on welding another steel plate onto the frame, thick enough to drill and tap for the mounting hardware?
