Default 2002 Mercury Sable keeps blowing number 28 fuse

I have a 2002 Mercury Sable 3.0 Duratec 24V DOHC with 159,000 miles. I was driving yesterday with the A/C on and when the car changed out of third gear, the car lost all sorts of power and Check engine an trans axle light came on. I limped the car to a neighbors yard and shut the car off. Through some trouble shooting I found every time I turn the key to the on position fuse number 28 blows (Power Distribution Box located under the hood). This causes the trans axle warning and check engine light to come on and the transmission to go into limp mode. Fuse 28 HEGO sensor, transmission shift solenoid, Canister vent, A/C clutch relay. It calls for a 15A fuse, but I have put a 30A fuse in to test with and it will blow it as well. I have hooked up my scan tool and get the following errors:P1747,P0743,P0750,P0760,P1451,P0135,P0155.

So far to try and test the circuits, I have unplugged the wire connector leading to the A/C and pulled relay 33 in the Power Distribution Box (A/C Clutch Relay), I then disconnected the two front(closest to the radiator) 02 sensors from the joint connectors, and tried with a 30A fuse. Nothing I have done helps and I am at a loss. I have GOT to get this car running as I need to go out of town for work. Any Ideas are greatly appreciated. I am not the best when it comes to trouble shooting newer cars, but Ill pretty much try anything. Thank you.
