2000 Cougar fuel issue

Ive only had this car for about 6 weeks and it's currently in the shop. Wondering if it could be due to the fuel delivery module recall. The symptoms are a bit different than most I've read about. Instead of not delivering enough fuel, my car is delivering too much. As a matter of fact, when it finally died the day before yesterday, there was quite a bit of fuel in the air filter so it was dumping too much fuel. I'm hoping it gets fixed today but wondered if anyone else has experienced this issue. Also, I'm reading that I should always keep it above a 1/4 tank to avoid fuel filter issues. Is this correct?
I had taken it to O'Reillys a few weeks ago. They did a diagnostic on it and it gave a code on the catalytic converter. Before I got there, there was some hesitation which felt like fuel pump to me. It wouldn't start after that diagnostic was done and I never had problems starting it before that. My neighbor Jerry rigged it so it would start and stay running and that was working til it died the other day. Cold engine would always start right up but after that, I'd have to depress the accelerator to the floor to get it to start. I hope it's as simple as the FDM (fuel delivery module) and its fixed for free but it's not at a Ford dealer. Any feedback would be appreciated.
