I had the same problem. I also have a 99 cougar. Turns out it was a connection between the alternator and the battery. That is why everything looks okay when your alternator gets checked. Hope this helps.

Its the cable between the alt and the battery. try cleaning it first as this usually fixes it. if not you will need to get a new cable assy from Mercury.Dont bother with aftermarket stuff it will be more hassle and wont look/fit right.

The problem was reported to dealers under a technical service bulletin, under the number TSB 00-25-06 and then was updated to include more models of cars under TSB 01-10-12. The following links will take you to copies of the tsb''s. if the links don''t work then cut and paste them into your browser. Hope this helps.

click on the next web site and there is a link on that page for the pdf version of the tsb 01-10-12

Jeremy if u go to the service bulletins I spoke about in my post back in July they will tell you exactly how to fix the flickering. Apparently there is a part of the wiring that needs to be cut out and you also need to buy a part that should only cost you 15 to 20 bucks depending where u buy it. I took the copies of the bullentins to a friend of mine and he was able to fix it with no problem, he said its an easy fix.Hope this helps.

So your taking the wire out of the power distribution box and putting a ring connector on it and hooking it up to the alternator. Correct? Sounds like all is needed is a ring connector. Might be wrong anyone got any pics please or a write up.

Copied: Reroute the battery sense line from the engine compartment power distribution box to the B+ terminal on the alternator.
