1989 Grand Marquis (fuel pump)

Have a 1989 Grand Marquis with a fuel pump(?) problem...

The pump runs constantly (power off, key out) this of course drains the battery dead.

Replaced the pressure regulator this summer (no fix) what should I check next?

you may need to replace the starter solenoid (the round block that the positive battery cable bolts to). I may be mistaken, but I think that controls the ignition power for the car.

your fuel pump relay is stuck switched on. it is located under the hood on driver side fenderwell area. there is a group of relays and it is a mint green looking one. $15 from parts store

ah... that's what that relay is for. what's the other one for?
