not starting

Default not starting
need help have a 98 marque, that will not start...new alternator, and battery is good 11.79 amps checked fuse(good) i am pulling my hair out .....note starter was working good

Did yo mean volts and not amps? Anything below 12v is not good. Jump the positive post to the starter and see if it engages.
