rear seat belt assy

Default rear seat belt assy
96 mercury tracer trio Left rear seat belt has extended all the way out. Tried pushing belt back in on tensioner ,pushes in with no resistance. will not lock... How do you get to seat belt tensioner, mine is enclosed in plastic box where speaker sits on Not sure where to start. Any help would be appreciated
