We just bought a 2002 Mountaineer and noticed the theft light was blinking when the car is off. Is this normal? does it blink until the car is turned on? will the blinking light drain the battery?

That blinking light is designedto show you that the anti-theft system inyour Mountaineeris active. I have the same light that flashes in my 99 Ford F-150. It's never drained the battery yet, even after a couple of weeksof sitting and not driving. No Worries!
