Default 2004 Grand Marquis key

Everything I have seen say that you need 2 working keys to program a new key. Can one of them be the valet key?

I have changed the ignition lock and key 2wice on the 95 MERC --
No need to "program" anything.
The electronic key fob works exactly the same after an ignition lock key change.

If it's the same as the 2005 transponder key... No Valet doesn't have thr transponder in it. I took mine to the dealer and they made the key for free but I had a blank from ebay. It could cost $100 but call all ford dealers in the area and get the cheapest price.. when you have 2 keys you can program them yourself look on you tube for the video it works
