Default 2005 grand marquis both banks running lean.

This is my first post and im looking for some help. I have two codes p0171 and p0174. Ltft are both at +24%. They will drop down to about 18 as im accelerating but jump right back up to 24 as im still on the gas pedal. I was thinking vacuum leak so i ran i smoke test and carb cleaner but did not find any leak. Maf sensor amd thottle body cleaned and are in spec with grams per sec. Fuel pressure is about 46 psi with koeo and 36 psi with engine running. Just replaced fuel filter today with Bosch and ran injector imbalance test. All injectors held at 37 psi with a short pulse. But i did notice that my fuel rail pressure reads at about 9 psi after test and takes a long time to get back up to spec. Is this normal? Check resistance on fuel injectors and only 1 tested out of spec. Fuel pump duty cycle with koeo is 75% and only 20% with engine running. Could not find a spec for this so i don't know if it is good. Im thinking fuel pump but i don't like to load up the parts cannon and fire just yet. Car is bone stock and has 153,000 on it. Any feedback would be greatly appreciated. If i need to provide more information just let me know, i have a mx808 scanner. Thank you
