86 grand Marquis 5.0 fuel pump whine.

Just bout the car a few months ago and is now my daily driver. There is a very loud whine coming from around the fuel pump. I swapped the pump thinking the pump was going bad but it still makes the whine. Any one got any ideas on what it could be and how I can fix it?
