Please specify what model year. How rusty and crusty is it? Check your brake lights. If one is out, cruise control will not work. Look for any signs of corrosion in the tail light assembly. Has the car been in an accident? Check for a bad ground. You will need a wiring diagram to track the ground for the cruise control. Older GM had mechanical throttle linkages. Newer GM had fly by wire. I had a Ford Focus that had this problem. I chased my tail for a month. I took the shroud off the throttle and discovered the pull chain had come off the throttle arm.

Could be the door control module. I watched several videos on how much this driver side door module does. The blighter is expensive used and ridiculous new. One size does not fit all. Ford in their infinite wisdom tailored the module by trim levels.
