you should be able to pop the case open and replace the battery (or remove a screw and open it up to replace the battery) you might need to contact the dealer to find out how to open your specific fob though.

1.) No, they are not dealer only items. You can buy them fairly low priced online. I bought mine new for $10 a piece, including battery. On my Explorer, I got a chrome one from Hongkong. A bit more expensive, but sure slick.
2.) You can program them yourself.

They've got new batteries....no joy. They just don't make contact anymore.

1.Enter the five-digit permanent code into keyless entry keypad.
2.Within five seconds, press 1/2 switch.
3.Within five seconds, press any button on the first transmitter. The locks will cycle to confirm successful programming.
4.Within five seconds, press any button on the second transmitter.
5.Repeat step 4 for each additional transmitter (up to four total).
6.Press 7/8 and 9/0 together to end the programming session or wait more than 7.5 seconds.
If you're impatient Autozone actually stocks these now.... Didn't price them though... I'm sure online will be cheaper...
