Power steering issue

Default Power steering issue

2000 GM GS, new tie rod ends, new BJ's. My kid has 22's on it, new tires, new balance. Car is SCARY on the freeway, it feels like the power assist is at 100% all the time. When you try to make a small correction you just start to feel a little bit of feedback then , look out, without any more input at all the car is starting to change lanes on you and there is no 'road feel' in the wheel at all. Side streets it's like the old one finger steering on the big cars of yesteryear. There is a little bit of whine from the pump if you listen real hard and it doesn't change when you turn the wheel, it's just there very faintly all the time. No belt noise. Any ides where to start? I'm ready to flip a coin between the pump pressue sensor or the Variable assist module behind the glove box. I've never run across this before.
