I had a problem like this once, fixed it with silicone.

I have a 93 marquis and when ever it rains and i go through a puddle (not fast btw) my back driver side floor gets wet. Nothing else in the car gets wet except for that. any suggestions?

Be sure to read the next article all the way through; you do not need to remove the dash. Towrads the end of the article he mentions that a 'bead of silicone' would have fixed the leaks.
