2006 MilanV6 Premier Code P0506 Surging..Throttle Body issue maybe?

I have an 06 Milan Premier that likes to surge when you are at a stop light, in reverse or in any gear with the brake applied. I have read a ton on this and it all points to a dirty throttle body. I took it off, cleaned it how the directions read with the appropriate cleaner, and assembled it again. Still happening. I did notice when I had it out, that the butterfly valve doesnt close all the way on its own. I can push it closed and hear the motr cycle, but if I let go of it it opens a little. Could this be causing it, if not, what else could I look at. It did throw a code P0506 for Idle Air control. Any Guidance is much appreciated.
