AC/HEATER fan blower

Hi to everyone. I bought a 1996 Mercury Mystique with the V6 engine. My fan blower only works on the low and second setting. It will not blow on the 3rd or high position. I replaced the resistor bank and it does the same thing. Can anyone help me as to what is the problem?

Sounds like a bad blower motor to me. Did you check voltage values at the plug for the blower motor?
