I just bought an 89 cougar LS and am having trouble with the power windows. The passenger window won't go down but I can hear the motor turning? The drivers side won't go up and I dont hear anything, drivers side did work when I bought the car then two days after I bought it it stoped working. The passanger window that you can hear the motor proably has a broken window regulator, this part may difficult to find due to the age of the vehicle. If the drivers window is not making any noise i would recommend taking your window switch from the passanger door and putting in place on your drivers door and see if it works that will elimate if it needs a switch or not if the switch swap doesnt work most likely it will need a window motor....

I do agree about the broken regulator. But you can not change sides with the window switches,different pin count. To see if it is only the switch,you will have to access the harness for the switch. Then you can simply use a jumper wire to see if the switch is bad. If you cannot access the harness pins for the switch,try to access the window motor itself. Then again,use a 12 volt source to activate the motor for the window.
