Does anyone know what I can do about pealing clear coat? I been pealing
the weak stuff off but it starts to bubble again where I scraped it, I
have a can to use, should I buff it or something

Sounds like an adhesion problem with the clear coat to the paint. Buffing could make it worse the only thing i would recommend would be check with a body shop have the do a free estimate and see if they recommend buffing or if it needsto have the clear coat resprayed.

how old is the car?

It's a '96' villager and this is happening only on one side of
the van so I'm guessing it had work done on it in the past from the
last owner......
