Question Brake caliper pistons

Hey all, I was wondering if anyone can tell me if the caliper piston is supposed to go all the way in till it is flush with the caliper? My rotor is getting pretty hot and the front brake is squeeling all the time because the pad is touching the rotor. the piston is sticking out about 1/4 of an inch or a little bit more from the caliper. I jacked it up and the wheel does nort turn freely because the pads are right against the rotor. I have A 97 SABLE

I replaced both the rotors and the calipers on the front and the rotors are still getting too hot. I have the same problem on the back wheels. I find it hard to believe that they all go around the same time or I just didnt notice when 1 or 2 went. Does any one know if bad brake pads could cause the rotors to overheat. I didnt change the pads on the front when I changed the rotors and calipers. The squeeling on the right front is possibly the wheeel bearing
