Most likely the latch is stuck,frozen or broken. The best way i could recommend is remember which side the gas door is hinged on and then use a mini screw driver on the other side and see if you can move the latch to open the door. Then check the latch from there

well, if there is a spring missing (and I strongly suspect this is the case) it would actually be a black piece of spring steel which may have broken, because if you pop you trunk and use the manual fuel door release pull to keep the latch disengaged, and then you can pry it open with your fingernails or a small screwdriver, then it's the spring, you have several options, #1 you leave it the way it is and use the trunk method, #2 you replce the door (thats what it would take), #3 you can get a spring or some elastic material that isn't too stiff, and use an epoxy to glue it into place.
