my 2001 merc sable when idling now "surges" its driving me crazy any help please

Idle air control or maybe it''s just the a/c compressor cycling on and off.

It does it when the air is off as well.....and only when stopped at a light or stop sign.

we have tried it in drive...park and neutral...it does it in all 3, but only when stopped.

O.K., tell me in more detail about the surge. RPM fluctuation, stutter when leaving a stop. What does it do on the first start of the day(cold engine)? Let me know.
