Timing Belt 99 Tracer

Hopefully I'm in the right area for my problem,

I have 99 Tracer 4 cylinder 2.0L about 179,000 miles on it, my son was driving the car and stopped got out and went to the store came back tried to start it up and wont start it just cranks and cranks but wont start. At some point you'll hear it try pop over but wont and there is no backfire.

I've changed the spark plugs cleaned the fuel injectors (by hand) changed the spark Mod. fuel pump is working I hear it at the fill cap running and took off the fuel line from the filter and I see fuel coming out I just don't know if there is the correct pressure there.

Now I took a look at the timing I got it to top dead center by cranking over the engine until I saw the crank pulley is at 12 O'clock position, BUT, the cam pulley is pointing at 6 clock, now that to me is not right I know they both have to be pointing at 12. The timing belt doesn't look bad and I know its not original and all the teeth are still on the belt.

So I have no clue or evidence how that cam pulley moved that far, to me I should have had some sort of backfire when I try to crank it over, so at this point would you say the best bet is to just take off the belt turn the cam pulley clockwise until the marker is pointing at 12 O'clock position and give it a try?

Any help would be great, thanks
