Vibration in steering wheel

Default Vibration in steering wheel

Have a 1997 LS. Really becomes noticeable at 70 mph, less the slower you go. If it is not tire balance issue what could it be? The brakes when applied are smooth so I don't think it is a rotor issue, also I checked for play in the wheels and everything seems to be tight. My experience with bearings in the past is that they make more noise than anything

Mine vibrates and it is due to balancing and bald tires if that is any help
