2000 Mercury Cougar I4 Not Starting

I have had a 2000 Mercury Cougar that hasn't ran for a few months. When it stopped running it appeared to be a fuel related issue. If you start the car by spraying starting fluid into the intake manifold it will run but the idle surges severely. Then once all of th estarting fluid/ fuel that had accumulated in the fuel log burns off the car dies.

Here is what I have done thus far:

My father replaced the fuel pump. This did not cure the problem.

After this we parked the car and I have been driving my truck. Once diesel went over the 4.25 mark I decided to try to get this car running again.

At this point I checked the wiring going to the fuel pump. When turning the key to the ACC position two of the five wires in the plug were at approximately 11 V and both were switched. One of these wires was obviously a ground. The other two wires had no power ( I am assuming these went to the fuel level sending unit).

After this I pulled the pump thinking that the new pump may have been bad. At which point I bench tested the pump and it works fine.

If anyone has any suggestions for troubleshooting this issue I would greatly appreciate it.
