99 MGM electrical question

Question is why would the 3rd eye brake light come on but the other two not, checked the fuses they look good also driving lights come on and turn signals / hazard lights work.

check under the carpet in the trunk for a bad ground wire that screws into a body panel. had this issue with a few of my cars.
