climate control blower problems

climate control blower problems
2000 grand marquis Ls , my problem is the blower for the climate control is on full blast and will not shut off. When i turn the climate control off it still blows wide open, also when i put it on the automatic it will slow down and then when i try to move the fan switch the little fan light comes on and goes back to full blast.
I have done some research on here searching previous threads and seen a few threads about the blower relay or resistor (not sure wich is what here or what each does) , or how can i eliminate the switch or the relay. also if it is the relay were the heck is it, cus ive looked and cant seem to find it whatsover.

it should be near the heater core inside the ducting (driver side of the heater core but on the passenger side of the car) and accessible from the engine bay or behind the glove box. I'm not sure which. sounds like you have the solid state style blower controller and it's shorted out.
I'm used to the older cars with the resistor packs for controlling the blower. if that goes bad, the blower only works on high, but stays off when turned off.
