no. the off state for the hazards is down. The hazards disable the blinkers when they're on.

I got the hazzards working. All I did was took it all apart and took off the 5 small torx screws that hold in the plastic housing that the hazard switch is mounted on. I peaked behind there and saw a ton of contacts that appeared loose so I just put it back together. The hazzards started working now (there must have been some dirt or grit on the contacts that fell off when I took it apart) but the switch will not stay down, it is always in the hazzard mode now. If I hold the switch down the blinkers work so everything is good except the switch stays up. I have some zip ties around the steering column holding the switch down for the time being but would like it fixed...any ideas?

In my '93 Grand Marquis, when the hazard button is down, the hazards are off and the blinkers work. When the hazard button is up, the hazards turn on and the blinkers would not work.

I'm not sure, but you said the '96 has an LCM. Are there any other lighting issues such as dome lights or anything? This may show trouble in the LCM which might need to be replaced. The LCM controls the blinkers though, I thought.

On the '93 Grand Marquis, there are separate flashers for blinkers and hazards. The hazard flasher I have yet to locate, but the blinker flasher is on the fuse panel. They are separate and that leads me to suspect a bad hazards flasher.

You must not have read my last post carefully...everything is working as far as electronics go...the switch will just not "click" down to stay there. I assume there is some sort of catch to enable the switch to go to 2 different positions.

if it won't stay down, then you'll need to get a new switch. the catch is probably broken that holds it down. You can always try taking it all apart again and possibly fixing the switch, but it may just be easier to replace the switch. This will probably be a dealer part (or junk yard). I can't find anyone with it on-line.

Sorry I didn't see the post before mine. You must have updated while I was writing. As slymer said, I'd first start by reopening the column and attempting to fix the switch. Watch the movement of parts if you can to see what's not catching to keep the switch down.

Are there loose contacts in this switch? When I took out all the torx screws I peaked inside while begining to take the plastic housing apart and I saw contacts that looked like they were going to fall if I opened is up farther. That is the reason I stopped and put it back together.

that could also be the issue. sounds like you'll just have to replace it.
