Program new key fob with valet key

Program new key fob with valet key
I recently lost the original main key to my 2007 Grand Marquis. I have been using the valet key. I just bought a replacement fob, but we have been unable to program it. Is it possible to program the new fob with the valet key? Or am I stuck with going to a dealer for help?
