Traction Control function problem

1998 MGM - When getting on or off interstate ramps, once at 65MPH on the Interstate Hwy, Traction Control light comes on and initiates engin torque reduction. I have to pull off the road and come to a stop before the car will accelerate again. Creates very unsafe condition at high speed in heavy traffic on I95. Try to deactivate with traction control switch in the glove box but it does not turn it off once activated. Any suggestions for repairing other than bypassing the switch to turn it off permanatly?
