Convertible help

I have a 65 mercury Monterey convertible. When I try to put the top down it moves very slowly and then stops about 2/3 of the way down. The top will go all the way back up but slowly, any ideas?

Does the hydraulic pump stop, does it have enough oil?

I would have to check. Have to take the back seat out correct?

Mine had some rusted pivot points however low oil sounds right and yes it is behind the back seat.
