Default 1999 Sable Wagon Rear Passenger Windows

I recently bought a 1999 Sable wagon (LS) with 55K miles on it. Although the mileage isn't great, the car's very nice with all the amenities, including power windows; however, I'm bothered that the rear passenger windows go down only halfway. I assume that this is some sort of safety feature for children, but, since I have no children (as far as I know) and don't anticipate any, I find this restriction unnecessary and bothersome. The feature---if that's what it is!---isn't mentioned in the owner's manual. Can anyone enlighten me re its genesis? Also, is it reversible, i.e., can I disable the restriction in order to lower the windows fully? Thanks.
