Yes... unfortunately.
My '99's power steering is a wreck. I replaced the entire p/s (pump, pulley, hose, belt, everything!) to find out that no matter what, the container is NOT vacuum tight. The problem is the cap: it doesn't have a gasket. The only way to make it vacuum tight is to use a hand vacuum (and I suggest have it in the car with you at all times) and just keep on top of it.
It's a true pain in the ***, but Ford can't figure out that this car needs a better, bigger, and much more reliable power steering system.
