Default No running lights

I own a 1999 Sable. I am having trouble with the running lights. I used to have trouble with the headlights not shutting off. I replaced the light switch itself and that problem was solved. Now I don't have any running lights and half the dash lights are not working. I checked the fuse box under the dash (not easy to get in there) and checked fuses that I thought might be related (5 amp switch illum, 5 amp tail lamps and the 5 amp instr illum). All seem fine. I even checked the fuses under the hood and nothing looks obvious. I know its possible for a bulb to be burned out, but all of them at the same time is unlikely. Any ideas on how to trouble shoot this problem. Maybe I need to look at a different fuse?
Have a WONDERFUL DAY.

Let me clarify this alittle. The running lights did not work prior to replacing the light switch and all the dash lights did not work either. With the new switch the headlights could be switched on and off but still none of the other lights will come on. So what could it be?

I did find the wire that supplies power to the light under the hood has melted and broken in two. Don't know where the other end of the wire went too
