P0400 code, help

I've taken the EGR valve off and cleaned it. I verified it holds a vacuum and the valve inside moves. Ive verfied the EVR is getting vacuum. My question is, how can I test the EVR? im 99% sure that is the problem but I don't have a book to figure out how to test it.>

Past experience w/ ford products and their assocaited problems.
It may be that DPFE or whatever it is too from what im gathering.
It used to be the computer sent a voltage to the EVR which in turn
opened the EGR. Whenever you got an error for egr if it wasnt the
EGR being stuck or not holding vacuum it was the EVR.
