91 Timing issues

Default 91 Timing issues

Hello,
I have a 91 1.6 with DOHC. The previous owner said it just died. He mentioned the timing belt. I pulled the cover and found that it was not correctly aligned.I have searched everywhere and found that the crank should be aligned with the notch. The right cam with the E to top and left with the I to top. Tried starting and nothing. I pulled the distriibutor cap and re aligned the cam and crank. The distributor rotor is pointing at # 3 or 4. Approximately 8 oclock position. I then pulled the # 1 spark plug and it is at TDC. WHat is going on?
