generally a cold air intake and dual exhaust will make that car pick up much better. There are aftermarket options for that year that are bolt on. You can also get the H-pipe and driver side tail pipe from most parts stores (though welding is required to hang it properly) and just add a muffler to make it all fit.

As Slymer mentioned, exhaust and a cold air intake a a good start on the engine...
Getting a little more in depth for options: heads cams and intake from a '99 and up, headers, Lincoln Mark VIII torque converter, trans cooler, shift kit, lower gears, chip for the computer...
AS far a suspension, everything from a police interceptor...
