Blowing fuses

my 1999 merc grand marquis is blowing fuse #5 when the turn signals are on for a right turn only, but it is intermittent; then it blows fuse #1 when the brakes are applied. I have changed the multifunction switch with the same results. Checking the wiring with a volt meter shows no shorts. If the right tail/stop light harness is disconnected from the circuit the fuses don't blow. This does not happen every time the turn signal is activated, but when it does, fuse 5 blows first, then fuse 1. Could it be a faulty light controlmodule or something else? I would go to the junkyard or dealer and get a bulb socket for the front and back.
