that's only slightly illegal (actually rather illegal). There should be no part of the car that can deliver sustained shock or some such nonsense. I had the idea of putting a cattle prod transformer under the hood and attaching the output to the hood ornament, but I was advised against it due to the laws. That's here in Texas, so check your local laws out to see.

then there's the revenge factor. you shock the heck outta someone and they like to slash your tires.
of course you could always rig a switch up to the hood ornament that would honk the horn if it gets pulled on. Would definitely scare the pants off the vandals the first time. I'd set up a switch for this so it could be disabled though. Don't want it going off incessantly at the car wash.
