Power Locks - Issue

Power Locks - Issue
1992 Grand Marquis.
Power locks. Go up but not down.
If I manually put down all door locks then press the power up buttom they all go up.
But pressing the power lock button none go down or lock. Sometimes a noise as if the locks were trying to go down and sometimes no noise.
Anyone?
