Car won't start, OBDII wires cut...

Default Car won't start, OBDII wires cut...

I recently picked up a well used 99 mercury mystique for my girlfriend to get to work... What I thought would be a simple battery, fuses/relays and starter replacement is turning into a real hassle since I am not familiar with this vehicle.
I purchased an OBDII scanner to maybe help solve the mystery of why it won't crank while everything seems to have power.
I discovered that the OBDII wires are all cut, I am wondering if this can prevent a car from starting? I couldn't find a definitive answer online and I don't feel like testing theory on my other car... haha
