Break lights wont turn off when head lights are turned on

Break lights wont turn off when head lights are turned on
Mercury Mystique 2.5l 1998
When the headlights are switched on the break lights stay on even though the pedal is not pressed. If the headlights are off the break lights work normally. I am thinking it is the break pedal switch or the head light switch. What are your thought please?
