i dont think its the by pass hose i think its because its so durty its like a light brown with sh*t floating in it NOT OIL

First of all, what fuse did you check? Second, the fan may be working but it is an electric fan. I would replace the coolant temp sensor. That will ensure the fan starts and stops at the proper temps. You could always run a straight wire to a toggle switch inside your car and when you come to alight or traffic you can turn the fan on and off yourself. Stay cool.
