Low idling and no pick-up

I have a 1998 Mercury Villager that idles low and doesn't have any pick-up or power from a standing start. Once the van gets going about 15 mph then it kicks in and starts to pick-up. Going up a hill from a standing start is very slow at first, say the first 50 yards. Even when crusing sometimes around 30 mph the engine is still running a little rough. When stopped at a stop light sometimes the RPM drops down below 1000 and that's when I notice it running rough and almost, but never, dieing. I've had the oil changed, a new fuel filter put in, checked the air filter and spark plugs,and don't know what else to do. I think I heard somewhere about cleaning something in the distributor cap, but I'm not sure about that. Anyone have any ideas?
