Default 1989 Grand Marquis (fuel pump)

Have a 1989 Grand Marquis with a fuel pump(?) problem...

The pump runs constantly (power off, key out) this of course drains the battery dead.

Replaced the pressure regulator this summer (no fix) what should I check next?

you may need to replace the starter solenoid (the round block that the positive battery cable bolts to). I may be mistaken, but I think that controls the ignition power for the car.
