2002 Outside Temp Problem

Default 2002 Outside Temp Problem

Have the automatic air & the outside temp reading stays at 127 degrees all the time, no matter the outside temp. Is this an indication that the outside temperature sensor has gone bad? Where is it located (assume in front of radiator) and is there an ohm meter reading to test it? The A/C works but I have to crank the temp all the way to the max to get it to throw heat. Seems that it is sensing the outside temp and deciding it doesn't need heat until I max it out.
