it might be a blend door problem.
It could also be something to do with Automatic Climate Controls. Jadman, do you know if you have Automatic Climate Control?
To tell, you'll have numbers on your heater controls. Actually it should say if it is Automatic Climate control. I have been told countless times that they have problems too.

No I don't have the climate controls. Just the good ol slider, red and blue. I am hoping that this helps in taking the dash off.

a simple fix is to reach under the dash and disconnect the vacuum servo under/behind glovebox. plug the line with a small screw or something which lets the heat go full bore. it could be the thermostat is stuck somewhat opened also.

However
Tne 92-94 MGM,CV, and TC all have 12 volt actuator motors.. NOT Vacuum
The dc motor is operated by the ATC control switching polarity causing the DC Motor or move one way or the other.
If replacing, make very sure you order the CORRECT Part
