Default Whats with the A/C

Ok, I have a 2008 Mercury Grand Marquis with about 61000 miles. In last 2 weeks the air has been acting weird and I now have it locked to whats happening but not sure how to fix. When driving with air on it is cold. When you stop at sign or light, its starts getting warmer. If you stay there long enough you will overheat the radiator. But as soon as you get going the air starts getting cold again. Seems almost like theres a AIR FLOW switch thats gone wrong. Use to work on cars alot but now I'm old and there alot smarter than ME!!! Anyone got an idea?
Thanks
Ernie

Oh I read some of the A/C questions and at no time does the air switch to any other exhaust port than the dash.

Ok, well I've since noticed the fan wasn't turning so, I removed the plug to fan and tried to run directly off battery. Got spark but not fan turning. Ordered a new fan online. Will update when I get fan installed.
