a/c compressor problem

I have a1993 mercury tracer 1.9 liter . the compressor clutch will not pull in ,the pressure is high an it seems to have freon in it. I''ve checked all fuses they do not appear to be blown . Anybody have any suggestions why compressor won''t work Any suggestions would be appreciated
